Instructions
In a small saucepan, heat the milk over medium heat until steaming, but do not bring it to a boil.
Remove the saucepan from heat and whisk in the cocoa powder, chocolate chips, sugar, vanilla extract, and salt until fully combined and smooth.
In a separate bowl, whip the heavy cream with a hand mixer until soft peaks form.
Gently fold half of the whipped cream into the hot chocolate mixture for a lighter texture.
Pour the whipped hot chocolate into mugs, leaving some space at the top.
Spoon a generous dollop of the remaining whipped cream onto each mug.
Top with chocolate shavings or a dusting of cocoa powder for an extra special touch.
Notes
For an extra special touch, use flavored whipped cream.
